A proposed multi storey car park on Barrett Street in Ballina has been refused planning permission after an appeal was lodged against previously accepted planning.
An Bord Pleanala refused the proposed multi storey car park on appeal.
Last year Ballina Town Council granted conditional planning permission to Amazon Developments Ltd for the demolition of existing structures on site at Barrett St and the construction of a multi-storey car park for 104 vehicles, with commerical units at ground and basement levels.
The decision was subsequently appealed on behalf of Bernadette Munnelly, Lr Connolly St. An observation was also submitted on behalf of Nicholas Tempany, Connolly St, Ballina.
An Bord Pleanala’s Inspector, Colin McBride, summarised the grounds of appeal and observer’s concerns as relating to the principle of the proposed development; the Development Plan Policy of Ballina; the design and scale of the proposed development and its impact on the amenities of adjoining properties and a lack of clarity.
Mr McBride concluded that the proposed development would represent a gross over development of the site and was contrary to development plan standards for commercial zones in Ballina.
Bord Pleanala has concluded that the car park would seriously injure the amenities of adjoining properties by reason of loss of light, its overbearing impact and an unacceptable level of over-shadowing.
