'Sustainable Connected Cities - Dublin' has been launched.
The project allows a real-time connection between residents using smartphones and computers with city authorities.
This would allow them to respond quickly to issues like flooding.
The City Council, Trinity college and Intel have partnered for the project.
Intel's Martin Curley said: "A platform called Citywatch will allow the citizens of Dublin to interact in real time with live data coming from both fixed sensors in the city and will allow people with smartphones to actually interact with the platform.
"How this might evolve is 'ambient intelligence', this is a new wave of technology applications which react to people in the city to respond to issues but also anticipating needs."
