Clúid Housing Association has launched the St Mary's Mansions regeneration project in Dublin.
Clúid will refurbish over 50 social housing units using a mixture of government and European Investment Bank (EIB) funding in conjunction with the Housing Finance Agency.
Cllr Críona Ní Dhálaigh, deputising for Lord Mayor Christy Burke, said: "Sinn Féin has been calling on the government to use different funding models including EIB funding and the Strategic Investment Fund.
"Sinn Féin Dublin city councillors have been calling on Dublin City Council to establish an arms- length housing body.
"This body would be able to borrow from sources like the EIB and could then develop, build and refurbish social housing units independent of the national debt.
"Clúid has demonstrated today that this funding mechanism can deliver."
