Sinn Féin is urging Dublin City Council to reverse its decision to develop modular homes on the Co-op site in the Poppintree area.
Councillor Noeleen Reilly, who also lives in the area, said she believes the space of land can facilitate both the co-op and modular homes.
She said: "The Co-op has planning permission only for the part the council want to put modular homes on.
"They need to change their plans for this so O Cualann Cohousing alliance can proceed in delivering 40 homes for Ballymun residents.
"Council management have often argued that there is too much social housing in Ballymun yet here we have an opportunity for 40 Ballymun residents to own their own home and the council now want to put that in jeopardy."
