Dublin City Council has proposed plans which could deliver over 1,340 homes in the area.
Sinn Féin has ensured the home building proposal could deliver 448 social houses as well as private, cost rental and start up homes.
The plans are to develop homes at St. Michaels in Inchicore, Oscar Traynor and O'Devaney Gardens.
Cllr Daithí Doolan said: "Sinn Féin has successfully amended the proposal to ensure a minimum of 30% social housing on each site. This will amount to 448 homes being built for those on City Council housing lists.
"The proposal will also include innovative, cost rental homes, where rents will be 20% below market values.
"The government continues to starve local authorities of essential funding for housing. This is Dublin City Council attempting to deliver homes despite government's best efforts."
