The latest ESRI report on housing has been described as "damning".
The report revealed the government needs to take immediate action to tackle the housing crisis in Dublin.
Sinn Fein Councillor Daithí Doolan accused developers of using the current housing crisis as an excuse to drive down apartment standards.
He said: "The private sector is not the solution to Dublin's housing crisis but part of the problem. The incoming government must loosen the purse strings and make funding available to local authorities to build homes on council land.
"It is shocking that council land banks lie dormant while thousands languish on our housing lists or remain abandoned in hotels and B&Bs.
"We do not need any more reports. We need immediate government action. Tackling Dublin's housing crisis must be a priority for the incoming government."
