Sinn Féin has hit out over new charges customers will have to pay for their green bins to be collected.
The new charges will come into effect on 01 July.
Councillor for Sandyford Glencullen, Chris Curran, said people with be "furious" over the new legisation and claimed it will only succeed in an increase in fly-tipping and back garden bonfires.
He said: "The implementation of this Act is probably one of the most counter productive pieces of legislation ever introduced. It's another example of more stealth taxes that will punish those who already recycle and an additional burden on those already struggling to get by.
"The legislation is a disgraceful indictment on Labour as it was introduced by Minister Alan Kelly during his tenure at the Department of Environment."
