Dublin City Council (DCC) is currently locked in a dispute with Western Building Systems over the cost of 22 modular homes.
The units, in the Poppintree area, were supposed to be developed in 12 weeks, however the project took six months to complete.
Sinn Fein Councillor Noeleen Reilly said the €240,000 price tag on each unit is much higher than expected.
She said: "I had asked Dublin City Council on numerous occasions for the final cost of the project in Poppintree and given the huge delay in the units being delivered would penalties be involved for Western Building Systems.
"Dublin City Council has informed me they do not agree with the price now quoted by Western Building Systems and arbitration will be needed to determine the final cost."
