The Commission for the Regulation of Utilities (CRU) has published the Irish Water Charges Plan.
The firm has confirmed that Bills for excess use of charges will start being issued to customers from 01 July 2019 at the earliest.
Sinn Féin spokesperson on Water Eoin Ó Broin TD has said any attempt to introduce domestic water charges by the back door will face stiff public opposition.
He called on the Housing Minister Eoghan Murphy to bring forward awhat rules and processes will underpin his plans for an excess use charging regime.
He said: "He must also ensure that the article 9.4 exemption under the Water Framework Directive is retained under the new River basin Management Plan currently being drafted by the government.
"Fianna Fáil and Fine Gael may think that the water charges battle is over. It is not and any attempt by them to introduce water charges by the back door will be vigorously opposed by Sinn Féin in the Oireachtas and by Right2Water campaigners in the streets."
