Fianna Fail has described the National Development Plan (NDP) as an "unmitigated disaster".
Communications, Climate Action and Energy Spokesperson, Timmy Dooley said that with such a poor record on broadband and climate action, he is not hopeful about the commitments in the NDP.
He said: "I am very sceptical of their proposals on climate action over the next 10 years.
"The €22 billion that has been promised may just be enough to cover the fines over the next 10 years that the EU Commission will slap down on the Irish State for failing to meet its 2020 targets. Ministers Naughten and Donohoe need to spell out how these fines will be paid, and from which budget lines the money will come from.
"The challenges we face – our woeful take up of Electric Vehicles, including the failure to reduce emissions from our public transport and reduce our dependency on fossil fuels as a source for energy and heat, need action today not in 10 years.
"I am very concerned that many of the promises made today will not come to pass, and all we will do over the next decade is pay fines for the Government's failure to address the damage we are doing to our environment."
