Sinn Féin has hit out at Irish Water after the firm issued a series of 12-hour water restrictions in the greater Dublin area.
TD Dessie Ellis confirmed he has been contacted by a number of people who are without water.
He described the situation in the Tolka Estate as "scandalous" and called for an urgent review to be carried out.
He said: "The leak was under a public pathway adjacent to the Water Meter, which Irish Water installed a few years ago.
"In August 2017 after a First Fix and Review by Irish water, it was determined that unbelievably there was 31,000 litres of water per day leaking from the pipe.
"The resident was requested to complete a waiver when the leak was discovered and in fact completed four waivers none of which was received by Irish water because it appears that Irish water have up to four different PO boxes one of which is in Cork.
"Since this leak was originally recorded by Irish Water last August, at least 600,000 litres of water has gone to waste with no action having been taken to up until the resident's sit in yesterday at Irish water headquarters.
"This clearly shows a degree of administrative incompetence which needs to be urgently reviewed and corrected."
