Clare County Council has initiated a county-wide invitation to landowners to put forward land parcels suitable for constructing new residential homes.
This proactive consultation is a crucial part of the Council's strategy to accelerate housing delivery in Clare, aligning with the "National Planning Framework (NPF) Implementation: Housing Growth Requirements Guidelines."
The objective of the current process is to identify various site types—specifically greenfield, brownfield, infill, and regeneration sites—located within the county's existing towns and villages. The consultation explicitly excludes lands within the Shannon area and sites located in the rural countryside. This strategic focus aims to promote sustainable, compact growth and ensure long-term housing needs are met across the county.
The consultation follows the publication of Ministerial Guidelines in July 2025, which established increased housing growth targets for County Clare. All proposals submitted must adhere to the planning objectives outlined in the current Clare County Development Plan 2023–2029.
Jason Murphy, Director of Service for Planning, Economic, Rural & Community Development at Clare County Council, welcomed the drive for submissions: "This process is an important step in ensuring Clare can meet its housing growth targets while promoting sustainable and compact development. We encourage all landowners to engage and help shape the future of our towns and villages."
Reinforcing the importance of collaboration, Helen Quinn, Senior Planner at the Council, added: "By identifying suitable lands now, we can plan effectively for both immediate and long-term housing needs. Community input is vital to achieving balanced growth and vibrant settlements across the county."
Submissions are sought from landowners, homebuilders, and any other interested parties. The deadline for receipt of all proposals is Friday, 19th December 2025.
