Limerick City and County Council has issued a call for Expressions of Interest (EOI) from landowners, developers, and builders to participate in a strategic procurement competition.
The initiative, structured as a Competitive Dialogue, is designed to identify and deliver new social, affordable, and mixed-tenure housing solutions across the region.
The Council is seeking qualified candidates to provide a variety of residential options, including houses, duplexes, and apartments. This process aims to uncover innovative housing opportunities and development sites that may currently be outside the local authority's known portfolio. Successful applicants will work alongside a dedicated Council team to refine proposals that align with Limerick's urgent housing requirements.
The expanded programme includes:
• Social Rental: Potentially delivered in partnership with Approved Housing Bodies (AHBs).
• Affordable Purchase: New homes available at sub-market rates.
• Cost Rental: Long-term, secure rental options where the rent is based on the cost of delivery and management.
Developments can be standalone or part of larger masterplans, and the Council has indicated it can assist with securing State subsidies and grant approvals. Furthermore, for suitable projects, the Council may utilise the Part 8 planning process to help streamline delivery.
Mayor of Limerick, John Moran, commented: "Everyone knows our annual housing delivery needs to be multiples of what it is. To do that we need to find new and innovative ways to work together to deliver for the people of Limerick. LCCC cannot build all the homes we need on our own. This EOI process marks a significant step forward in our efforts to address housing need and build stronger communities."
Príomh Chomhairleoir, Cllr Catherine Slattery, added: "I welcome this Competitive Dialogue process as an opportunity to work proactively with experienced partners to bring forward housing solutions that can be delivered efficiently and to a high standard."
Director General, Dr Pat Daly, noted: "Collaboration will be key to the success of this initiative. By working with developers, landowners, and Approved Housing Bodies, we aim to deliver mixed-tenure developments that support sustainable, inclusive communities throughout Limerick."
The Invitation for Expressions of Interest to participate in the "Social and Affordable Housing Competitive Dialogue" is available on the eTenders platform: European Dynamics - View CfT Workspace.
The closing date for submissions is 08/04/2026.
