A comprehensive report detailing the findings of the Housing Delivery Forum has been officially published by Galway City Council, Galway County Council, and the Department of Housing, Local Government and Heritage. The document stems from a high-level summit held on 12 November 2025, which was facilitated by Genesis.
The forum served as a collaborative platform for senior figures from local authorities, state agencies, utility providers, and approved housing bodies. They were joined by developers, financial institutions, and community groups to determine actionable steps to increase the pace of housing development throughout Galway City and County.
According to the report, Galway possesses the necessary land, policy frameworks, and organisational drive to significantly expand its housing supply. However, the findings suggest that the current delivery system is too fragmented. Specific constraints were identified in the areas of planning coordination, infrastructure provision, land activation, and overall governance.
Leonard Cleary, Chief Executive of Galway City Council, commented on the findings: "This report clearly shows that Galway's housing challenge is not a lack of ambition or opportunity, but the need for a more coordinated and integrated delivery system. The Housing Delivery Forum demonstrated a strong commitment across the public and private sectors to work differently, and the recommendations provide a practical roadmap to unlock delivery at the pace and scale that our communities need."
Liam Conneally, Chief Executive of Galway County Council, also noted the unity shown during the process: "What is most striking in this report is the level of alignment across all stakeholders. There is a shared understanding that collaboration, early infrastructure delivery and unified governance are essential if we are to turn Galway's significant capacity into homes on the ground. Galway County Council is fully committed to working with our City Council colleagues and delivery partners to progress these actions."
The report puts forward several primary recommendations to resolve these issues. These include the creation of a Joint Galway City and County Housing Office to provide a unified governance structure, as well as the development of integrated masterplans for major growth zones. Furthermore, the report stresses that early visual community engagement, digital planning tools, and predictable multi-annual funding are vital components for success.
These recommendations are designed to align with the Government's 'Delivering Homes, Building Communities Action Plan 2025–2030'. The report concludes that by moving away from fragmented processes toward a system-wide approach, Galway can establish a clear pathway for sustainable housing delivery.
