The Land Development Agency (LDA) has confirmed it will shortly commence work on 562 new homes through a fresh partnership with Castlethorn, one of Ireland's leading housebuilders.

The development will rise on Parkgate Street in Dublin on the former Hickey's Wholesale Fabrics warehouse site, directly across the River Liffey from Heuston Station and close to the Phoenix Park entrance. It comprises four interlinked apartment buildings, headlined by Parkgate Pointe — a 30-storey, 102m tower set to become Ireland's tallest building.

As well as housing, the scheme incorporates resident amenities and ground-floor retail to reactivate a long-underused site and establish a vibrant new city neighbourhood.

Dublin City Council granted planning permission for the project last year. It will now proceed under the LDA–Castlethorn partnership, marking their second major collaboration after 328 cost-rental homes currently under construction at Woodbrook, Shankill.

The Parkgate Street scheme is being advanced under the LDA's Project Tosaigh, which provides finance to private homebuilders to unlock and complete housing. On completion, the homes will be owned by the LDA.

The signature 30-storey building will contain 198 apartments, with the remaining homes delivered across three buildings ranging from 10 to 13 storeys. Ground works are due to start within weeks, with delivery forecast for late 2029.

All apartments will be built to an A BER rating by John Paul Construction and include access to roof terraces and a communal landscaped courtyard.

The project is the opening phase of a broader regeneration around Heuston Station. The LDA and Córas Iompair Éireann (CIÉ) have signed a Memorandum of Understanding and are progressing design work for a phased, mixed-use Masterplan for the Heuston Quarter, with this residential development acting as the first major step.

Residents will have Dublin City Centre, Phoenix Park, Kilmainham, the Liberties and Stoneybatter within easy reach, alongside multiple transport options including walking and cycling routes, the Luas Red Line, Dublin Bus services, Irish Rail Intercity connections and convenient access to the M50.
