The Land Development Agency (LDA) and Fingal County Council have set out how to apply for the first 50 Starter Homes at Golding Green in Kinsealy, Co Dublin.

These initial homes are the first for sale in an ongoing development that will ultimately deliver 193 Starter and Social homes. All properties, being built by Lydon, will be A-rated and include gardens.

The scheme will feature a crèche, public open space, a football pitch, new pedestrian connections and a cycle greenway.

Located between Clarehall and Malahide, the site benefits from strong transport links, including bus services along the Malahide Road and rail access via Portmarnock DART station. The area is also supported by established retail and community amenities.

Sales will be managed by Fingal County Council through the Starter Homes Purchase Scheme, formerly the Local Authority Affordable Purchase Scheme.

The scheme helps eligible purchasers bridge the gap between the purchase price and their available deposit and mortgage through a shared equity arrangement. Under this, Fingal County Council holds an equity interest in the property until it is repaid or the home is sold.

With Government supports and equity contributions applied, prices start at €380,000 for two-bedroom houses and from €440,000 for three-bedroom houses.

The applications portal for the first 50 homes will open at 12pm on 8 October 2026 and close at 5pm on 29 October 2026. Golding Green is part of a wider programme of LDA delivery in Fingal. Construction is under way on over 1,100 homes at Hampton Demesne in Balbriggan and Priory Fields in Skerries. The LDA is also advancing plans for a strategic site at Lissenhall near Swords, with potential for approximately 6,000 homes.
