Balbriggan’s transformed waterfront has been unveiled with the opening of the €15 million Harbour Square, a centrepiece project designed to drive local enterprise, tourism and quality of life as part of a wider town rejuvenation.

Harbour Square was officially opened by the Mayor of Fingal, Cllr Tony Murphy, and the Minister for Housing, Local Government and Heritage, James Browne, marking the completion of a landmark redevelopment of Quay Street and the harbour area.

The scheme is the flagship and largest capital project within the €50–€55 million Our Balbriggan Rejuvenation Programme 2019–2030, described as one of Ireland’s most ambitious urban renewal initiatives.

Spanning 19,300 square metres, the sustainable waterfront destination includes a multi-purpose civic plaza, a linear park, upgraded public realm and flexible community spaces designed for markets, festivals, cultural events and year-round activity.

Funding was provided through the Government's Towns and Cities Regeneration Investment Fund (formerly the Urban Regeneration Development Fund) alongside Fingal County Council. The programme is led by the Council’s Economic, Community and Cultural Development Department, with the aim of creating a more attractive, connected place and leveraging private investment in what is Ireland’s youngest and among its most culturally diverse large towns.

Opening the new public space, Mayor of Fingal, Cllr Tony Murphy, said: "This is a momentous occasion for Balbriggan. Harbour Square represents one of the most significant public investments ever made in the town and creates a vibrant new destination at the heart of our waterfront. It will bring people together, support local enterprise and showcase the very best of Balbriggan. Harbour Square will become the heartbeat of our town."

The project restores and repurposes the former RNLI Boathouse and delivers new commercial buildings to stimulate daytime and evening activity. New public amenities include toilets and changing places.

Public realm works feature enhancements to the River Bracken, extensive landscaping, new paving and surfacing, additional seating, improved accessibility and enlarged green spaces. Quay Street, Mill Street and Harbour Road have been redesigned as a cohesive streetscape linking the town centre to the harbour and coastline.

Minister for Housing, Local Government and Heritage, James Browne TD, said: "I am delighted to officially open the Harbour Square redevelopment project, which represents a significant investment in the future of Balbriggan and its waterfront through the Towns and Cities Regeneration Investment Fund. The Harbour Square redevelopment is a flagship example of urban regeneration in action. This transformative project has revitalised a key part of the town centre, creating attractive public spaces, enhancing accessibility for pedestrians and cyclists, improving environmental resilience along the River Bracken, and celebrating Balbriggan's rich maritime heritage.

The vision for the harbour emerged from a major 2019 public engagement, in which more than a quarter of residents set out their priorities for the town and strongly backed reimagining the Harbour and Quay Street.

Under the Our Balbriggan Rejuvenation Programme, significant progress is being made on infrastructure and social projects, including strategic property acquisitions and advancing developments at Bridge Street and Dublin Street, as well as the Bathhouse and Boathouse at the Martello Tower.
