Heritage Body's European Legal Bid Over Citywest

The decision to allow the recommencement of Dublin's Citywest development looks set to face a legal challenge at the European Commission.

Heritage group An Taisce hopes to block last week's ruling by the planning authority, which will kick-start the convention centre project four years after it was halted.

An Bord Pleanala gave permission for the partly built centre to be completed amid sustained opposition from An Taisce.

It is now expected the 4,000-seater convention centre, developed by Jim Mansfield, will open by the end of this year.

The centre's contribution to the council's development plan was cited as a reason for the planning board's decision.

The developer also downsized the scale of the project in its revised planning application.

Initial plans put forward by the Mansfield Group, which also owns Citywest hotel, were for a 6,000-seat centre.

However, An Taisce Heritage Officer Ian Lumley has said the An Bord Pleanala have "walked themselves into another legal action".

Mr Lumley said: "We are making a complaint to the European Commission on the board's decision on Citywest to accommodate retention of the centre.

"The decision ignores a recent ruling by the European Court of Justice against Ireland on this very issue."

A spokesman of the developer has insisted that such a complaint will not hamper the building of the centre.

An Bord Pleanala has declined to comment on An Taisce's stance.

The Citywest centre has also faced objections from the Point Exhibition Company, which ran property developer Harry Crosbie's previously named Point Theatre.
