A massive dormant site in Greystones, once earmarked for industrial use, looks likely to remain vacant for some time yet.
The 22-acre space, owned by the Industrial Development Agency (IDA) Ireland, has remained void for more than 20 years.
Its future was the focus of a Wicklow County Council last week.
The economic committee heard that the site would be more likely to attract several investors, rather than one major industrial firm.
IDA's Aisling O'Connor said Wicklow formed part of the body's eastern region, an area that encompasses more than one-third of the nation's population.
She said the IDA had been marketing Greystones as one site but following a recent review it now looked that they would be open to facilitating several smaller businesses on the site.
One councillor suggested the site could be used by public broadcaster RTE. Michael Lawlor made reference to the BBC moving its main operations from the capital London to Manchester.
Councillor Derek Mitchell said a school or public amenity should be built on the site if IDA failed to find an option that would boost the region.
