Affordable housing stock is still available in Dundalk, the town council has heard.
Homes are still vacant in three areas, and council officials have insisted a new marketing campaign is already underway.
Jim Byrne said the houses were for sale at Lis na Dara, the Newry Road and the Lower Point Road.
Councillor Jim Ryan said that the local authority seemed to be having problems with unsold affordable houses, which he said raised questions about pricing.
Mr Byrne said he recognised that price could be a contributing factor, however, many first time buyers are still cautious of the uncertain market, as well as facing difficulties in securing a mortgage.
