A planning appeal has been lodged by Wicklow residents in opposition to the construction of three houses on a 17th Century burial site.
Weston Close residents said they will pursue An Bord Pleanála over the issue.
Councillor Eamonn Long said Wicklow Town Council showed "a lack of respect for the dead" by green-lighting the development.
Dara O'Reilly, a long time Kilmantin Road resident, voiced opposition to the council's decision on the behalf of his 78-year-old mother.
She said: "Everyone on the road objected. People aren't anti-development. They just don't want to see construction take place over a burial ground."
Mr Long added: "At least now it's out of the hands of the council. An Bord Pleanála will give us a fair hearing."
