Fingal Seeks Approval For 360-Home Scheme At Mooretown, Swords

Fingal County Council intends to apply to An Coimisiún Pleanála for approval to build a residential scheme across about 14.75ha at Mooretown, Swords, Co Dublin.

The site lies in the townland of Mooretown and is split across two areas. The northern area is bounded by Rathbeale Road to the north, Cronan's Well estate to the west and the Baile na Móna estate to the south. The southern area is bounded by Baile na Móna to the north, Furzefield to the west, Ormond Crescent to the south and the Lioscian, Cianlea and Glasmore Abbey estates to the east. Access is via a link road delivered under Mooretown Phase 1 (Reg. Ref. LADP/002/24), connecting centrally within the site to Rathbeale Road (R125) to the north and westwards to the Swords Western Distributor Road via the School Access Road.

The scheme proposes 360 residential units: 305 houses, 20 own-door duplex units and 35 apartments, in buildings ranging from two to five storeys. The housing mix comprises 168 two-bed, 123 three-bed and 14 four-bed houses. Duplex units include 6 two-storey two-bed units over 6 one-bed ground-floor units, and 4 two-bed units over 4 two-bed units. Apartments are provided in a single 4–5 storey block with balconies on all elevations, comprising 12 one-bed, 15 two-bed and 8 three-bed homes. About 1,070 sq m of communal amenity space is proposed for the apartment and duplex residents. A two-storey crèche of c.670 sq m with an external play area is planned in the southern part of the site.

Landscaping will deliver c.4.2ha of public open space (Class 1 and Class 2), including archaeological parks, playgrounds, play areas and a Multi-use Games Area (MUGA), plus c.2.3ha of ancillary open space. Pedestrian and cycle connections are planned within the development and to Baile na Móna and Rathbeale Road, with provision for future links.

Parking provision includes 580 car spaces: 505 residential (209 in-curtilage and 296 on-street) and 75 visitor, with 19 accessible spaces and 17 EV charging spaces. In total, 1,009 cycle parking spaces are proposed: 809 secure spaces for houses; 110 secure for apartments (including 12 cargo cycle spaces); and 72 for the crèche (12 secure, including 2 cargo cycle spaces, and 60 visitor), plus 18 short-stay visitor spaces distributed across the site.

Associated site and infrastructure works cover a bus turn-around; water services; foul and surface water drainage; Sustainable Urban Drainage Systems (SuDS), including permeable paving and swales; and vehicular and pedestrian/cycle links to the permitted Mooretown Phase 1 development (Reg. Ref. LADP/002/24). The application also encompasses all enabling and development works, landscaping, PV panels, bin stores, plant, storage, boundary treatments, ESB substations, lighting, servicing, signage and all above- and below-ground works.

An Appropriate Assessment (AA) Screening Report has been carried out and determined that a Natura Impact Statement is not required. An EIAR has been prepared. The application documents, including the EIAR, may be inspected free of charge (or purchased at a reasonable cost) during public opening hours from 3 June 2026 to 14 July 2026 (inclusive, Monday–Friday excluding bank holidays) at the following locations:
