The plans are being proposed by receivers Mark Reynolds and Glen Crann of Savills.
The application is being funded by NAMA.
Boland's Mill is the first planning application to be submitted since the area was designated as a Strategic Development Zon’ (SDZ) and is the largest proposed construction project for Dublin since the downturn.

The proposed development will provide 36,759 sq. m of office, residential, retail and café, restaurant ,and cultural exhibition space. In addition, the new urban quarter will create civic streets and squares designed to bring a wealth of hitherto neglected and blanked-off heritage buildings into new active uses.
Mark Reynolds, a Director at Savills, who is acting as the receiver, commented: "Boland's Mill is the most iconic and recognisable Dockland frontage sites in Dublin, therefore the design team – consisting of Savills, Burke-Kennedy Doyle Architects, John Spain Associates, ARUP, David Slattery Conservation Architects and Mitchell Associates – worked to ensure that the proposed development accords with the requirements of the SDZ Planning Scheme and that best conservation practice was adopted for the refurbishment of the protected structures on the site."
