Sinn Féin has called for an urgent meeting with the Environment Minister to discuss environmental policies for farmers.
MLA Oliver McMullan said he attended a case alongside a farmer who was taken to court for moving tyres on his own land without a licence.
He said: "This has the potential to have a major negative impact for farmers.
"If proposals from the department go ahead, farmers will have to pay £854 for a licence to bring tyres onto their land for agricultural use. And they will have pay for an additional licence if they need any more tyres after three years.
"This could force some farmers to stop using silage and opt instead for round bales, the plastic from which is very expensive to recycle. This would end up having a detrimental impact on the environment."
