The Land Development Agency (LDA) and Limerick City and County Council (LCCC) have begun construction of 183 affordable and social homes in Mungret, Co Limerick, as part of the Mungret Park View scheme.
Following a competitive tender, Galway-based Coolsivna Construction Group has been selected to deliver the homes and supporting infrastructure. The construction programme for the first homes is set at 30 months.
The opening phase comprises 14 two‑bed, 60 three‑bed and 25 four‑bed homes, delivered as a mix of detached and semi‑detached houses and duplexes.
The project is on a greenfield site within the grounds of the former Mungret College, where LCCC has secured planning permission for more than 250 new homes. While the LDA and LCCC are partnering on 183 of these, the remaining homes, along with a crèche, community spaces and a public plaza, will be delivered by Clúid, an Approved Housing Body, as part of an integrated scheme for older people.
The site forms part of the wider Mungret Framework, which is designed to unlock public and private land for housing supported by community and employment uses. The framework has capacity for approximately 1,950 new homes and has already delivered a park, playground, schools, a link road and several private developer‑led housing schemes.
Future residents will benefit from strong transport links to Limerick city centre—around 15 minutes by car and 25 minutes by bike—and proximity to Raheen Business Park, home to a number of major employers.
Across Limerick, the LDA has already delivered 81 cost rental homes at The Mills in Castletroy; secured planning permission in December 2025 for 284 cost rental and social homes at The Lightworks site on Dock Road; and is working with LCCC to advance plans for more than 230 new homes and amenities at Carey’s Road.
LCCC, supported by the LDA, recently received a positive decision on a Housing Infrastructure Investment Fund application for Mungret. Funding approved by the Housing Activation Office will directly and indirectly unlock more than 2,000 homes through active travel links and other public infrastructure.
James Browne, Minister for Housing, Local Government and Heritage said: "Being on the ground here in Limerick to see first-hand the progress being made in delivering much-needed homes is very positive. This development demonstrates the State’s central role in directly delivering new homes at pace and at scale.
"Through the partnership between the Land Development Agency and Limerick City and County Council, we are unlocking public land to provide affordable and social housing, supported by essential infrastructure and community amenities. This is one of several major housing projects now progressing across Limerick, reflecting the State’s unprecedented level of investment in counties like Limerick to accelerate delivery and build sustainable communities.
"At the same time, we are seeing record numbers of Cost Rental and Affordable Purchase Scheme properties being delivered, ensuring more people have access to secure, affordable housing options. Collectively, these efforts show how coordinated public investment is transforming housing delivery at a regional level."
John Coleman, Chief Executive of the LDA, said: "The start of construction at Mungret Park View is an exciting milestone for the LDA’s activity in Limerick. We are excited to be partnering with Limerick City and County Council on this important project, which will deliver much-needed affordable homes in a great location. The LDA is increasingly partnering with city and county councils on new housing projects, using our expertise, know-how and resources to advance developments on land owned by the local authorities."
