Dublin City Council (DCC) has launched a procurement competition for the first call-off under its Home Building Programme, following strong market engagement. The process covers 647 new social and affordable homes to be delivered on Council-owned land, contributing to the Government's national housing plan, Delivering Homes, Building Communities.
The initial call-off brings five developments to market across a mix of brownfield and greenfield locations, former depot lands and key regeneration areas. Early enabling works have already commenced on two sites, with construction on all five expected to start in early 2027. The programme is supported by funding from the Department of Housing, Local Government and Heritage.
Schemes will deliver a variety of homes — including houses, apartments and duplexes — alongside community and childcare spaces to foster sustainable, vibrant neighbourhoods in Finglas, Ballymun, Whitehall and the North Inner City.
This milestone underscores DCC's commitment to its Home Building Programme and its long-term ambition to deliver approximately 4,000 high-quality homes. The National Development Finance Agency (NDFA) is supporting the Council on the programme.

This programme reflects our clear ambition to ensure that Dublin remains a city where people can live, work, and thrive in the neighbourhoods they know and value."
Cllr Deirdre Heney, Chairperson of Housing and Social Inclusion (SPC) Strategic Policy Committee, added: "This launch represents a key milestone in translating the ambitions of the Home Building Programme into tangible delivery for communities across the city. Following strong market engagement, Dublin City Council is now inviting housing contractors to participate in the competition, supporting the delivery of high-quality social and affordable homes at scale."
