Ryan Calls For Full Debate Of Building Control (Amendment) Regulations

Brendan Ryan, Labour Party TD for Dublin North, has called for a full debate in the Dáil on the Draft Building Control (Amendment) Regulations 2012 before Minister Hogan signs the statutory instrument into law.

Speaking in a private members debate on a motion put forward by the ULA, Deputy Ryan recognised that a process was on-going in relation to building Regulations through the statutory instrument, which is currently out for public consultation, and through the pyrite panel which is focusing on the pyrite issue.

"The Draft Building Control (Amendment) Regulations 2012 are in public consultation at this time and I know that many people, some of whom were in the Gallery last night and again today, have made their own submissions on them. Given the importance of this issue and the merits of the case put forward today and last night, I call on Minister Hogan to have a full debate of the Draft Building (Amendment) Regulations once the consultation process is completed and before signing the Instrument into law.

"In January my Labour colleague Minister Sean Sherlock took statements in the House on a Statutory Instrument which amended Section 40 of the Copyright and Related Rights Act 2000. With due respect to that matter, I personally feel it pales in comparison to the seriousness of this issue and I call on Minister Hogan to agree to such a debate here in the House today."

Mr Ryan also spoke to the pyrite issue and the need for a real plan to deal with instances where Developers have gone out of business. "Unfortunately, for affected homeowners, a lot of developers have gone bust and that creates its own problem and challenge. In these cases it is incumbent on the Government to work out a formula or mechanism which resolves these problems. In this regard, a levy on the Industry to raise a fund for remediation works would be a progressive and fair approach."
