Commenting on the NI Executive meeting of 24 January 2013 and the forthcoming Sprucefield Planning Inquiry Minister Alex Attwood said that he is pleased to provide a note to the Executive on the retail strategy in BMAP which he decided to release to assist the planning appeals commission and all parties involved in the forthcoming Sprucefield Inquiry.
He said: "First, DOE was asked by the PAC to make the department's position clear on retailing in the local development plan which has been in the course of preparation since 2004. This will be part of the evidence to the Inquiry. I did so and I have not only the Ministerial authority but I also responsibility to do so. That is the law and that is why my approach is right.
"Third, with recession, vacancy rates in Belfast and the other recent trading difficulties, the position my department is taking to the Planning inquiry was informed by this difficult environment.
"Given all of this, advice that puts 'Belfast First' is sound and properly taken given my Ministerial responsibility in the development plan process.
"At all times I am conscious not to prejudice the full consideration of the planning application at Sprucefield or fetter the inquiry which will take account of the BMAP policy, impact on Belfast (and other town centres) as well as economic benefits and environmental considerations. When the PAC report of the Sprucefield inquiry is received I will consider it carefully and in an open way, taking account of all of the relevant issues and make my decision on the application at that time.
"I want major retailers to come to Northern Ireland. DOE Planning is turning corners to demonstrate decisively that NI is open and keen for business. As a Minister, I must make decisions and give advice informed by policy and strategy - I have done so and done so consistent with my Ministerial authority, Executive policy and the facts.
