Illegal dumping and fly tipping has cost Dublin €1.1m to clear over two years.
Sinn Féin Councillor Noeleen Reilly said it continues to be a "huge problem" for the city and blamed the privatisation of the bins and the removal of the bin waiver for being a catalyst in the increase in fly tipping.
She said: "Having said this, there is no excuse for dumping. It is destroying the look of our communities and bringing vermin into certain areas. In many cases a lot of the items being dumped are actually recyclable.
"The resources of Dublin City Council have never been more under pressure with the housing and homeless at are worst ever level. We can ill afford to be spending these sums of money on illegal dumping."
