Sinn Féin has opposed the abolition of the 'Part V' rule which requires developers to contribute to social and 'affordable' housing.
TD for Carlow-Kilkenny, Kathleen Funchion, also recommended urban regeneration in order to increase employment and economic activity in those areas which have many vacant properties.
Deputy Funchion said: "Not only does the rule provide homes, but some of the best estates throughout the country are places where Part V was at 20%. I agree that if it is to be replaced by a levy there is no guarantee the money will be spent on social housing.
"Urban regeneration is an excellent idea. We know part of the problem is the supply of housing, but we also know there are a large amount of vacant properties in rural and urban areas. Regeneration would be great for many villages and towns. It would increase employment and activity."
