A Rent Certainty Bill to provide more protection to tenants and landlords has been introduced by Sinn Féin.
The party also claimed the "half-measures" introduced by the former Housing Minister Alan Kelly were "not working".
Sinn Féin TD and spokesperson on Housing, Planning and Local Government, Eoin Ó Broin, said: "Rents in Dublin are now unaffordable for many and this is adding to the homeless crisis. This legislation is needed to stabilise the market and the Bill I introduced will seek to do this."
