The Lord Mayor of Cork, Cllr Damian Boylan, and Taoiseach Micheál Martin visited Horgan's Quay to launch applications for the Land Development Agency’s (LDA) first Cost Rental homes in Cork.

A total of 302 apartments are being delivered at Horgan’s Quay, comprising 108 one-bedroom and 194 two-bedroom homes. The first 192 will be offered as Cost Rental, with the initial 70 prioritised for people whose workplace is within 5km of the site. The wider scheme also includes a crèche, shops, offices and the refurbishment of the historic Station Master’s House.

Applications open at 12pm on Tuesday 27 October via the LDA website. Indicative monthly rents start at €1,395 for a one-bedroom and €1,520 for a two-bedroom apartment, with remaining homes due later this year. The apartments form part of the LDA’s Project Tosaigh Housebuilder Partnerships initiative to forward-purchase and accelerate the delivery of well-designed homes in high-demand cities including Dublin, Cork, Galway, Limerick and Waterford.

Construction of the residential and commercial block began in 2024. On completion, it will comprise 302 apartments, five commercial units, a crèche and two offices, including the refurbished Station Master’s House, which will be let by Lisneys on behalf of Córas Iompair Éireann (CIÉ). The riverside site sits beside Kent station and is within easy walking distance of Patrick Street, MacCurtain Street and the Quays. The broader Horgan’s Quay development features apartments, a hotel, leisure facilities, retail and restaurants, office blocks, a crèche and public open space. Heritage structures such as the Goods Shed, Carriage Shed and Station Master’s Building will be restored and adapted for offices, retail and hospitality, blending contemporary city living with the area's industrial and social past.

The scheme is a key element of the Cork Docklands regeneration, which will transform the riverfront and, when complete, is expected to provide homes for approximately 22,500 residents along with new amenities, leisure facilities and office space.

"I am delighted to see applications open for these new homes at Horgan’s Quay, a landmark development that continues to transform Cork's docklands and strengthen our city centre as a vibrant place to live and work," the Lord Mayor said.

"Delivering high-quality, affordable homes in such a well-connected location is vital to ensuring that more people can put down roots in Cork and be part of its continued growth and success. I encourage all eligible applicants to explore this opportunity and take the next step towards home ownership in the heart of our city."
