Sinn Féin is encouraging all parties to support its legislation on rent certainty.
The Bill will provide more protection for landlords and tenants and it will also link any rent increases or decreases to the Consumer Price Index
Spokesperson on Housing, Eoin Ó Broin, Sinn Féin TD, accused Minister Alan Kelly of failing to make a "dent" in the rental crisis last year.
He said: "Numerous reports have illustrated this fact.
"In May the Daft Quarterly Rental Report show an increase in the average rent nationwide of 9.3% in the year to March 2016, with average rents now at over €1,000 per month.
"In Dublin the report showed rental inflation for the year to March 2016 at 8.8%, with it costing on average €1,663 per month to rent in the south of the city.
"Renters seeking more manageable rental costs outside the bigger cities are encountering huge rent hikes around the commuter belt."
