The Department of Communities is being urged to develop social homes on land it already owns.
Sinn Féin MLA Fra McCann made the call to address the urgent need for social housing in Northern Ireland.
Mr McCann said: "I have stressed the need to officials from the department for urgent action to be taken to bring this land into use.
"I stated there is a belief that the city centre is the domain of the wealthy and those who can afford to pay for housing but excludes the needy. This needs to change.
"We have been building a city of equals but in terms of social housing development there is an inequality which needs to be addressed."
