The lack of investment in sustainable transport projects in Dublin threatens to gridlock Dublin, according to the Green Party.
The party also claimed the stalled development of the Dodder Greenway, City Cycle Routes and Dublin Bikes expansion are also to blame for traffic volumes.
Green Party Leader and TD for Dublin Bay South, Eamon Ryan, said: "The only way of solving the congestion problem in the short term is to provide sustainable transport alternatives, but at this critical juncture we seem to have a Minister for Transport who is asleep at the wheel.
"Investment in critical projects such as the Dodder and Canal Greenways, the extension of the Dublin Bikes scheme and the building of new city centre cycle routes are all on hold due to a lack of funding. This will have a hugely detrimental effect.
"The Government have shown no interest in promoting bus, cycling and walking infrastructure even though they are the only alternatives we can build quickly in response to the transport problems we face.
"The National Transport Authority has made it clear that we cannot solve our transport problems by trying to get more cars onto the roads. The IDA and other business groups have also made it clear that we need to invest in improving our local environment if we are to continue to attract international business to our city."
