Up to 600 homes are to be developed at O'Devaney Gardens in Dublin if plans are approved.
30% will be social houses and 20% will be private affordable homes.
Dublin City Council has voted to allow the development of O'Devaney Gardens to proceed.
Sinn Féin Councillor Daithí Doolan said: "If the government had their way a mere 60 social houses would be built.
"We will also charge the full cost of the land to the developers. This will allow City Council to use up to €13m to develop social infrastructure in O'Devaney Gardens or develop more housing.
"It is essential that we deliver housing for the 29,000 families languishing on our housing list and the 1000's who are homeless.
"That's exactly what we aim to do in O'Devaney Gardens and other council land across Dublin."
