The Infrastructure Minister has been accused of "playing politics" with the York Street Interchange project in Belfast.
SDLP MLA Daniel Crossan is calling on Minister Chris Hazzard to make up his mind about the scheme and said it has been difficult to gauge what the Minister is playing at.
Mr Crossan said: "First he cast doubt on the viability because of Brexit, now he's issuing a notice of intention to proceed. Hokey cokey decision making doesn't provide stability or certainty.
"We want this interchange built, it's the only junction with traffic lights between Randalstown and Cork but what faith can anyone have that this Minister will deliver it given that he appears to change his mind every month?"
