The announcement that the government has allocated €226m for the Local Infrastructure Fund has been slammed by Sinn Féin.
Housing spokesperson Eoin Ó Broin TD said the additional funding is "nowhere near enough".
He said: "Sinn Féin is not opposed to a Local Infrastructure Fund, but to invest just €226m over four years given the level of demand highlights the gap between Minister Coveney’s rhetoric and his delivery.
"There is also no guarantee that the homes which the Minister hopes to facilitate with this fund will be affordable. This means that developers get taxpayers' money with no guarantee of any return for hard pressed first time buyers.
"When you consider that the average price of a three bed semi-detached in Dublin now costs €400,000, and with 14,000 homes set to be constructed in Dublin thanks to this fund, there must be a stronger, contractual commitment made between the developers and the local authorities that these homes will be affordable."
