Sinn Fein has objected plans for a regional biosolids storage unit at Greenogue Business Park in Dublin.
TD for Dublin Mid-West, Eoin Ó Broin, said the site is "unsuitable for the project".
He said: "Irish Water clearly did not take into account a number of important criteria when drawing up its shortlist of locations for such a facility.
"The proposed site is located too close to Rathcoole Village, Newcastle. This is a large residential area and the residents and local businesses there would be negatively impacted by the odour coming from such a facility.
"The submission outlines a number of other issues with the site. These include planning issues, the risk to the environment and the potential impact of such a facility on local food processing plants.
"I called on Irish Water to review the criteria used in the selection of the five shortlisted sites and to produce a new shortlist based on the legitimate concerns Sinn Féin has raised about the viability of locating such a facility in Greenogue."
