Plans for a residential development at the Sirocco site in east Belfast have been submitted.
Swinford put forward the proposals for the development which is to include social homes.
The site has been derelict for over ten years and Sinn Fein Councillor Mairead O'Donnell said it has "massive potential to transform the city and deliver investment in jobs, leisure and housing".
She said: "I am content to this point that that engagement has been useful and constructive, and that while today's announcement concerns plans for office space, that the next phase will focus on residential development including social housing units.
"I believe there exists an excellent opportunity for the developers to find a balance between city centre living and commerce. I want to see Sirocco site and indeed the city develop in a way which is good for our residents and communities."
