The SDLP has hit out over the six-year delay in opening the new Critical Care building at the Royal Victoria Hospital (RVH) in Belfast.
Councillor Tim Attwood said the delay is a "disgrace".
He said: "Over 30 years ago, Belfast City Hospital opened after major budget overruns and years late.
"Now the new critical care building in RVH still not fully open 6 years after it was due to open. Is it a case - as with City Hospital in 1983 - it is more economical to delay completion of the project than to try to operate it as a viable economic unit?"
