Sinn Fein has raised concerns over the timeframe for the delivery of the Metrolink project.
TD Louise O'Reilly welcomed the scheme, however she questioned the 2027 completion date.
She said: "While we hope the MetroLink will address some of the congestion issues and offer a much needed public transport between Swords and Sandyford while also connecting key destinations including Dublin Airport and the City Centre, the question must be asked if the 2027 timeframe is ambitious enough given the huge traffic congestion problems across Dublin currently.
"At present, the M1 and M50 resemble large car parks during peak hours. This congestion is posing a real threat to the economic development of Dublin.
"While I understand the scale of the project, the fact is that it is not due to start until 2021 with completion expected in 2027. I would urge tall involved to see if the project could be started at an earlier date."
