A total of €77 million is owed to councils from The Department Of Housing, according to the response of a recent parliamentary question.
The information shows that Dublin City is owed the most with 17.2m, followed by South Dublin and Limerick City & County with 9.67m and 9.58 respectively.
Sinn Féin Housing spokesperson Eoin Ó Broin has urged the Department of Housing to pay the authorities and said it is "not acceptable".
Deputy Ó Broin said: "Local authorities are being instructed to ramp up social housing delivery while the Minister for Housing is telling us that there is no problem with funding.
"However it is clear from the information received in the parliamentary question that there is a substantial sum of money owned to local authorities from central government.
"In many cases these payments are three to six months overdue. Some date back almost twelve months. As councils have to pay this money out to owed contractors they have to fill the massive gap from their own resources affecting other areas of council service delivery."
