Sinn Féin's Dessie Ellis has proposed the development of a Construction Management Plan to minimise the impact of construction on the Metro North project.
The Dublin project aims to develop a running underground from St Stephen's Green through Ballymun, under Dublin Airport and on to Swords.
Deputy Ellis, TD for Dublin North-West, has also proposed a Traffic Management Plan to lessen the impact of the work on the local community.
He said: "I fully support the development of Metro North but we must also be conscious of the impact the long-term construction work will have on our communities. I would welcome any proposal from the NTA that will take account of the concerns that I and residents have raised.
"My proposals will have the least impact on the community and surrounding areas and I am delighted that they are being actively considered."
