EirGrid, the state-owned operator and developer of Ireland's power system, has today announced a procurement programme valued at over €1 billion for works crucial to the development of an offshore electricity grid.
The announcement was made at the 2025 WindEurope conference in Copenhagen.
This significant investment follows Ireland's 2021 decision to adopt a plan-led approach to the rollout of offshore renewable energy and associated infrastructure. As the Transmission System Operator (TSO), EirGrid has been tasked with developing a plan to realise the Government's ambitious offshore energy targets.
The initial phase of this landmark procurement programme will focus on Ireland's east coast, before extending to the south coast. The contracts will primarily cover Operation & Maintenance (O&M) activities necessary for connecting offshore renewable generation to the existing onshore grid.
A minimum of eight O&M procurement categories will be included, encompassing a wide range of essential services:
• Inspection & Maintenance Support
• Marine Logistics
• Warehousing and Handling
• Subsea Inspection Repair & Maintenance
• Asset Health, Security & Operational Monitoring
• Training and Support Services
• Health, Safety & Environmental Support
• Helicopter Intervention Support (personnel winching and light cargo)
In a parallel development, EirGrid has also commenced another procurement initiative related to its Powering Up Offshore – South Coast Enduring Connection Policy (ECP) works, specifically focusing on the high voltage equipment required for these projects.
Speaking at the conference, EirGrid Chief Infrastructure Officer Michael Mahon emphasised the scale and importance of the announcement. "It is estimated that the procurements being launched today will be valued in excess of €1 billion, which truly demonstrates the intent to begin delivering offshore renewables at scale – a critical step towards a cleaner energy future for Ireland," he said.
Mr Mahon also urged industry stakeholders to engage with EirGrid in this significant undertaking. "I would encourage the entire supply chain in these areas to engage with EirGrid and help us to harness the significant offshore wind resource that exists in Irish waters," he added.
This major procurement programme represents a key milestone in Ireland's strategy to capitalise on its offshore wind potential and transition towards a more sustainable energy system.
