A public consultation and stakeholder engagement process has begun on plans to deliver over 2,000 homes on land in Clongriffin, north Dublin, owned by the Land Development Agency (LDA).
Subject to planning approval, the 'Clongriffin Central' development will include high-quality apartments, green spaces, retail outlets and new community amenities and facilities.
A vision document and accompanying website have been produced by the LDA in partnership with architectural firm Henry J Lyons and in consultation with Dublin City Council. The public and relevant stakeholders are invited to participate in the consultation process and provide feedback on the proposals.
The vision document outlines the LDA's objective to deliver a well-planned, high-density urban development that takes advantage of the site’s location, infrastructure, and surrounding environment.

We have engaged architects Henry J Lyons to plan and design a new high quality and sustainable residential development with social and commercial amenities that will cater for existing residents, future residents and visitors.
"The LDA values the local community’s engagement and feedback, and I am actively encouraging local residents, businesses and community groups to contribute to this important process as we strive to deliver a development that meets the needs of the area. The LDA will also continue to work with Dublin City Council on the project."
The Clongriffin Central site is situated at the northern edge of Dublin 13, adjacent to Clongriffin train station and existing retail developments. It is surrounded by established residential and commercial areas within the Clongriffin community.
The LDA acquired the site in late 2023 and subsequently purchased an adjoining site in Stapolin, Baldoyle, in March 2025. The combined potential of both sites could deliver over 4,000 new homes. They are located on opposite sides of the Dublin to Belfast railway line, offering a significant opportunity for coordinated development.
Construction is already underway on the first phase of Clongriffin Central, which began in March 2025. This phase will deliver 408 apartments, along with a new crèche, a public park and dedicated cultural spaces. The LDA is working in close collaboration with Dublin City Council and other stakeholders to improve public transport access and enhance local childcare and youth services.
The vision document includes further development proposals for the remainder of the Clongriffin Central site. Additional planning applications are expected later this year. The plans have been developed to complement and integrate with future development at the neighbouring Stapolin site, ensuring a cohesive strategy for the broader area.
Key objectives for the Clongriffin Central project include:
• Delivering a sustainable, affordable and environmentally conscious community.
• Creating a mixed-use, inclusive neighbourhood with residential, retail and public amenities.
• Providing well-designed homes, including a mix of affordable rental units and homes for sale.
To support the consultation process, a dedicated website, www.clongriffincentral.ie, has been launched featuring the full vision document. In addition, a series of drop-in clinics and engagement events will be held to gather input from residents, community groups, businesses and elected representatives. Printed booklets summarising the plans will also be distributed at these events.
Feedback received during the consultation will be reviewed by the design team to help shape the final plans for Clongriffin Central.
