Fingal County Council is advancing a wide-ranging programme of capital projects, with 121 schemes currently on site valued at €730 million.
Councillors recently approved a three-year Capital Programme running from 2026 to 2028, encompassing a total investment of €1.43 billion, reflecting a significant year-on-year increase in construction activity.
The Director of Finance, Oliver Hunt, highlighted that overall council expenditure on capital projects rose by 30% over the past year, from €431 million in 2024 to €563 million in 2025. Over the 2025–2028 period, the council's planned investment in housing, transport and community infrastructure will reach €2 billion.
The programme includes 309 individual projects across seven departments, with the largest allocation of €884 million dedicated to Housing. Planning and Strategic Infrastructure projects account for €264 million, while Economic Enterprise, Tourism and Cultural Development projects total €116 million. Environmental, Climate Action, Active Travel and Sport projects will see €102 million invested.
Key projects currently under construction include mixed tenure housing developments at Church Fields, Ballymastone, Mooretown and Hayestown, alongside social housing schemes at Holywell, Seatown Road, North Street, Mourneview, and Remount.
Major transport initiatives such as the Broadmeadow Greenway and the Ongar to Barnhill Link Road are also underway, improving connectivity and unlocking housing sites near Hansfield railway station. Community infrastructure projects in progress include Culture House Fingal, Baldoyle Community Centre, Skerries Library, Donabate Library, and Ballymastone Recreational Hub.
Funding for the programme is primarily grant-based, accounting for 79% of the total. Development levies contribute €159 million, with €43 million from Fingal's revenue budget. Additional funding of €34 million will come from loans and other sources, with €44 million of projects still under assessment for potential funding.
