Dublin City Council (DCC) and the Land Development Agency (LDA) have partnered to deliver Phases 2 and 3 of the Dolphin House Estate Regeneration Project in Dublin 8, continuing a major programme of residential construction.
The two phases together will provide over 600 social and affordable homes, replacing the existing 1950s apartments and houses with energy-efficient, modern dwellings. The project will also deliver new community amenities and public spaces across the estate.
DCC and the LDA are now preparing to appoint a design team to develop a planning application based on the Council-approved masterplan. Once planning permission and statutory approvals are secured, the project will progress to contractor tendering and construction.
The regeneration programme is divided into three main phases. Phase 1, comprising 1a, 1b, and 1c (all social housing), has seen Phase 1a completed in 2018. Phase 1b is scheduled to begin on-site in 2027, and Phase 1c in 2028. Phases 2 and 3 will deliver social and affordable homes, completing the regeneration.
Dublin City Council has consulted extensively with Dolphin House residents and the local community throughout the planning stages and will continue to involve stakeholders during design and construction to ensure the project meets local needs.
Mick Mulherin, Assistant Chief Executive of DCC Housing, noted that approval in principle has been received from the Department of Housing, Local Government and Heritage, allowing detailed design and planning to proceed. The Council will work with the LDA, whose expertise and funding will support the delivery of high-quality, energy-efficient homes at pace.
John Coleman, Chief Executive of the LDA, said the partnership builds on previous collaborations with DCC on projects including Bluebell Waterways, Cherry Orchard Point, and Cromcastle, and will improve housing and amenities in the heart of Dublin city.
