A major milestone has been reached in the regeneration of Inchicore with Dublin City Council confirming that it has signed a significant construction contract with Elliott Building & Civil Engineering Ltd.
The agreement marks the delivery phase of a large mixed-tenure housing project that will form a central part of the redevelopment of Dublin 8.
Under the first of two major contracts, Elliott Group will construct 487 new homes along with a creche and a new library and community hub. The wider scheme, known as An Droichead Órga, will see a total of 578 cost-rental and social homes built, aimed at addressing housing demand while supporting the creation of a more inclusive and vibrant neighbourhood.
The project forms a key element of Dublin City Council's wider regeneration plans for Inchicore, delivering modern, energy-efficient housing alongside enhanced public spaces, community facilities, retail services and family amenities.
Speaking at the announcement, the Lord Mayor of Dublin, Councillor Ray McAdam, said: "An Droichead Órga represents the kind of ambitious, community-focused development that Dublin needs. This project will not only deliver new homes but will also strengthen the social and cultural fabric of Inchicore. Dublin City Council is committed to ensuring that every resident has the opportunity to thrive in a safe, supportive, and vibrant neighbourhood."
Minister for Housing, Local Government and Heritage, James Browne, also welcomed the progress, and said: "This marks a significant milestone in the development of Droichead Órga. These 578 social and cost-rental homes will provide lasting security for a large number of families and individuals. This project is about more than housing, it's about the security that comes with the dignity of a front door. It is about creating a neighbourhood where people build their lives, and grow up and grow old in. A new library and community hub will become a focal point for learning and local life. A creche will support young families, while retail spaces and cafés will bring energy and opportunity. Green spaces, safe play areas, and sustainable design will ensure that this is not just a place to live, but a place to belong.
"The Droichead Órga development which is backed by a multi-million euro investment from my Department, Dublin City Council and other State agencies, demonstrates that this Government is determined to confront the housing crisis with ambition and innovation. Through the recently launched Delivering Homes, Building Communities 2025–2030 housing action plan I want to build at pace and at scale to respond to the housing delivery that is needed."
In addition to the residential units and community facilities, the development will include a supermarket, retail units, landscaped open spaces and children’s play areas—bringing both economic benefits and enhanced liveability to the area.
Construction is due to begin in February 2026, with completion expected by January 2028.
