Minister of State with responsibility for the Office of Public Works (OPW), Kevin 'Boxer' Moran, has unveiled the OPW's National Development Plan (NDP) Sectoral Plan for 2026–2030, setting out a five-year programme to deliver sustainable infrastructure with a focus on timely delivery, value for money and public service excellence.
The strategy reflects the OPW's broad brief across flood relief management and climate adaptation, stewardship of the State's property portfolio, and conservation of heritage assets in support of regional tourism.
Under the NDP, the OPW will receive a record €1.845 billion. This funding will support comprehensive flood risk management – including policies, strategies and defences – and the ongoing management, maintenance and conservation of State buildings and heritage services. It will also provide accommodation for the Civil Service and property-related services to central government.
Of the total, €0.715 billion is earmarked for climate-responsive flood risk management, advancing projects identified through the Catchment-based Flood Risk Assessment and Management (CFRAM) Programme and progressing major flood relief schemes to construction in line with the Government's Flood Risk Management Plans.
Minister Moran stated: "The OPW, in partnership with local authorities throughout the country, have been working collaboratively to progress the flood risk management programme. Significant progress has been made in protecting communities, businesses, and critical infrastructure across the country from the growing threat of flooding. As part of the Governments previous €1.3 billion commitment, I am delighted to secure an allocation of €0.715 billion in this NDP for flood risk management, which will contribute greatly in proactively managing flood risk and advancing major flood relief schemes."
Minister Moran continued: "The allocation of €1.130 billion enables the OPW to continue to manage our state property portfolio and provide essential maintenance and energy efficiency to buildings under our care. In recent years, we have delivered ambitious projects including Tom Johnson House, a new build on Leeson Lane, Government Datacentre in Backweston and a number of developments on the Garda National Building Programme. Investing in the visitor heritage estate with a targeted, strategic approach will preserve cultural assets, enhance visitor experiences, and deliver measurable economic benefits for both regional and national tourism agendas. This capital investment will ensure that we can continue to manage our state property portfolio to the highest standard."
The sectoral plan commits to evidence-based, strategically prioritised and rigorously appraised projects, with a continued emphasis on value for money, climate action and innovation in delivery. It sets clear investment priorities, allocations and outputs, and underscores the importance of strong governance and OPW capacity to deliver the planned programmes and projects.
